Just came across this after searching around for information on why it wasn't working. With both circles, it dropped the requirement for the drop of luck down to around altar power as best as I can tell.

May have been lower, as I checked the altar after I had received the item.

Latest version! Have to make it in the cauldron in this version, but its not going. Sorry for being late to the party but I had the same problem. Put 2 infernal circles around the cauldron and managed to get it to work. I did go insane, blind and was unable to move for a bit.
